Overview

The contract concerns a single award indefinite delivery/indefinite quantity (IDIQ) for health commodities and technical assistance, designed to make health commodities for HIV/AIDS, malaria and family planning more readily available. With the potential to reach more than 50 partner countries. The project is designed to transform global and national supply chains for essential health commodities into a supply chain that serves all people in need.


What You Will Do

The SGS  is the partner responsible for Quality Assurance of the supply chain and Quality Control of health commodities. Now, seeks a Quality Assurance/Quality Control Manager who ensures appropriate health commodity QA and QC processes and compliance with applicable Country Government and country requirements, and maintains the appropriate documentation supporting the quality of health commodities procured under PSM.

  1. Collaborate in the design and implementation of efficient and effective quality assurance systems across PSM
  2. Ensure that QA/QC processes are in place, maintained throughout the supply chain and reviewed/revisited periodically to ensure all standard operating procedures reflect the most up-to-date, internationally accepted practices, ensure compliance with evolving innovations, and ensure responsiveness to new products as they become available.
  3. Cooperate in the prequalification and evaluation of prospective and currently approved commodity suppliers and the evaluation of PSM storage and transport conditions
    Maintain appropriate documentation and dossiers supporting the certifications of pharmaceuticals and other health-related commodities, wholesale distributors, manufacturers, warehouses and laboratories.
  4. Coordinate that inspection, sampling and laboratory testing are being performed in accordance with defined requirements.
  5. Identify, prequalify and evaluate testing laboratories, safeguard value for money.
  6. Support with advice on test results as required; product labelling and labelling changes; relevant safety alerts of other organizations; regulatory status of relevant manufacturers with supporting documentation, credentials for testing laboratories, product recall information.
  7. Conduct analyses on quality trends based on accumulated data and propose corrective actions and/or (in consultation) adopt QC requirements as necessary.
  8. Identify problems associated with theft, deterioration or other diversion of supplies and recommend corrective measures.
  9. Review tariff and regulatory barriers to the importation of the needed health commodities and identify these problems to the attention of local and state officials and assist in devising solutions to reduce barriers.
  10. Manage product recalls, coordinating the identification of the recalled product, the prevention of its delivery to customers, collection, quarantine and/or destruction, and notifying other stakeholders.
  11. Collaborate with other pharmaceutical-focused programs, coordinate with other international organizations to harmonize quality assurance practices.
  12. Perform any other duties as required

Required Qualifications, Skills and Competences

  • At least Three (3) years of experience working in supply chain and pharmaceutical QA compliance with applicable applicable state, or host communities.
  • Knowledge of maintaining robust strategy in collaboration with QC activities that fit within the overall QA program.
  • Understanding of and ability to apply domestic and international guidelines, policies, and regulations regarding the quality, safety, efficacy and use of pharmaceutical products.
  • Ability to address the technical challenges in testing and sampling.
  • Demonstrated experience prequalifying wholesale distributors and manufacturers of health commodities, warehouses and/or testing laboratories.
  • Experience in implementing programs in low-resource settings.
  • Excellent interpersonal, written, and oral communications skills
