Institutional Strengthening Director | Accra, Ghana

Overview

Chemonics seeks an Institutional Strengthening Director for the anticipated USAID Strengthening Regional Peace and Stability in West Africa Program. The project aims to acquire technical services to assist USAID/West Africa Regional Peace and Governance Office (RPGO) support the efforts of West Africans to address the risks of instability from democratic backsliding and from conflict, and prioritize targeted conflict and violence prevention, peacebuilding, and preventing and countering of violent extremism (P/CVE) interventions across the sub-region. The Sub-Purpose 1 institutional strengthening director will provide strategic leadership for all organizational capacity development activities related to supporting the G5 Sahel, ECOWAS, and affiliated regional institutions, including developing assessment tools, and establishing performance standards. They will identify the need for and supervise short-term technical assistance related to the G5 Sahel and ECOWAS. This position will be based in ​Accra, Ghana​. What You Will Do

  1. Analyzes and evaluates institutional needs with the Sub-Purpose 2 social cohesion director, deputy chief of party-programs, and other program staff; makes recommendations for targeted interventions to ensure consistency with program goals and objectives
  2. Provides P/CVE and other capacity building training for the G5 Sahel Executive Secretariat, ECOWAS, and national government and non-government partners
  3. Provides technical expertise in community development, focusing on the delivery of capacity building approaches to municipalities
  4. Recommends follow-up capacity building activities that could sustain and enhance the delivery of essential services or enhanced economic opportunities
  5. Monitors and analyzes the region’s rapidly changing environment related to capacity building needs

Required Qualifications, Skills and Competences

  • Minimum of eight years of experience implementing capacity building or other technically relevant programs or programs with local, national, or regional institutions
  • Demonstrated experience working directly or coordinating with one or more of the following organizations: ECOWAS, G5 Sahel, Permanent Inter-State Committee for Drought Control in the Sahel, Global Counterterrorism Forum, or African Union
  • Experience working on issues that align with the G5 Sahel and ECOWAS executive priorities
  • Demonstrated capabilities in organizational capacity development, working effectively with multilateral institutions and national governments
  • Experience supervising capacity development interventions, such as training, mentoring, and organizational assessments
  • Master’s degree in international development, political science, public administration, or a related field is desired; a bachelor’s degree is required
  • Proven ability to work collaboratively and build consensus across diverse stakeholders
  • Strong written and oral communication skills for high-level policy audiences
  • Strong facilitation and training skills
  • Fluency in written and spoken English and French is required; knowledge of Arabic is required
