JOB DETAIL

Takoradi Technical University is located in Takoradi in the Western Region of Ghana with digital address system WS-200-1787 (Main Campus). The University was converted from a Polytechnic to a Technical University in September 2016 by an Act of Parliament establishing Technical Universities in Ghana. The University has been mandated by the Technical
Universities Act, (Act 922), to provide higher education in engineering, science, and technology-based disciplines, technical and vocational education and training, applied arts and related disciplines. The University has three (3) campuses: Effia-Kuma (Takoradi – Main Campus), Butumagyebu (Sekondi) and Akatakyi (Agona-Nkwanta).

Vision Statement: To be the most preferred engineering and applied sciences University devoted to excellence in teaching and applied industrial research to produce competent world- class human resource for the strategic development of industry in order to achieve an enhanced national and global development.

Mission Statement: Takoradi Technical University is dedicated to advanced instructional delivery in engineering and applied sciences and also creative arts, business and technology-based research disciplines in strong collaboration with industry through competency-based teaching approaches.

Job Description

The Governing Council of Takoradi Technical University announces for the information of the Academic Community and the General Public the executive search for qualified and enterprising persons for the underlisted position.

The Position

The Director of Finance is the Chief Accounting Officer and the Chief Financial Advisor. The Director of Finance shall be responsible to the Vice-Chancellor for the Financial Administration of the University in accordance ‘with the Public Financial Management Act, 2016 (Act 921) for the financial administration of the University in accordance with prevailing Statutes.

The duties of the Director of Finance include:

  • The implementation of policies relating to accounting and financial control in the University;
    sourcing funds for the University;
  • Corporate planning with respect to budgeting and budgetary control and long-term or strategic planning with regard to all the finances of the University;
  • Liaising with Ministries, Departments, and Agencies in respect of financial matters affecting the University; treasury management;
  • Preparation and consolidation of final accounts and commenting on management reports for external auditors;
  • Proper record keeping of all University property, assets, stocks, and valuables of all funds in a register;
  • Preparation of the annual operating budget of the University for review and onward approval by the University Council; and
  • Performing any other official function assigned by the Vice-Chancellor of the University.

Terms of Appointment

  • The Director of Finance shall hold office for an initial term of four (4) years. The appointment may be renewed, upon application for a further term of four (4) years or part thereof only if that is not beyond the statutory retirement age of sixty (60) years.
  • The terms and conditions of the appointment shall be determined by the Governing Council of the University.

Required Skills or Experience

The Person

The Candidate for the position must:

  • Be a Chartered Accountant and hold a minimum of Master’s degree in the relevant field;
  • Have served as a Deputy Director of Finance in a University or a comparable grade in an analogous institution for at least six (6) years;
  • Be analytical, critical, results-oriented, innovative and visionary;
  • Possess the ability to work independently and equally be a good team player;
  • Possess excellent IT skills and have expertise in relevant accounting software:
  • Be able to work under pressure to meet deadlines and possess proactive commercial flair; and
  • Exhibit a high sense of industry, leadership qualities, and organisational skills.
